Subject: [patch] lockdep: use chain hash on CONFIG_DEBUG_LOCKDEP too

CONFIG_DEBUG_LOCKDEP is unacceptably slow because it does not utilize 
the chain-hash. Turn the chain-hash back on in this case too.
