[PATCH 3/13] BC: beancounters core and API

Core functionality and interfaces of BC:
find/create beancounter, initialization,
charge/uncharge of resource, core objects' declarations.

Basic structures:
 bc_resource_parm - resource description
 beancounter      - set of resources, id, lock
