[PATCH 1/2] NOMMU: Set BDI capabilities for /dev/mem and /dev/kmem

Set the backing device info capabilities for /dev/mem and /dev/kmem to permit
direct sharing under no-MMU conditions.

Also comment the capabilities for /dev/zero.
