[PATCH 7/9] Replace ARCH_HAS_VALID_PHYS_ADDR_RANGE with CONFIG_ARCH_VALID_PHYS_ADDR_RANGE

Replace ARCH_HAS_VALID_PHYS_ADDR_RANGE with CONFIG_ARCH_VALID_PHYS_ADDR_RANGE.
Move it from header files to Kconfig space.
