[PATCH -mm only] Add vector AIO support

Hi Andrew,

Now that we have all the necessary cleanups for fileops in -mm
now, its time to add support for vectored AIO.

Here is the patch adds vectored aio command support.

This work is initially done by Zach Brown to add support for
vectored aio. These are the core changes for AIO to support
IOCB_CMD_PREADV/IOCB_CMD_PWRITEV.
