You can probably assume that they're synced on systems with no more
than one dual-core / hyperthreaded CPU.

I'd assume that finding (and, possibly, being unable to correct) TSC skew
is sufficient. Whether it's also necessary (in the mathematical sense ;-)
for the problem to exist is a question somebody else might want to answer
(or not).
