Makes cpqarray_register_ctlr() __init. Saves a little memory.
Fix section mismatch warning:
WARNING: drivers/block/cpqarray.o - Section mismatch: reference to .init.text: from .text between 'cpqarray_register_ctlr' (at offset 0x682) and 'alloc_cpqarray_hba'
