No kernel message when filesystem full

I am not getting any kernel messages when a filesystem fills up.  Is this
facility still available or is it now configurable?

# uname -r
2.6.13-15-smp
#
# /sbin/klogd -c 1 -f /tmp/out
#
#
# cat /tmp/out
