config RTC_LIB
        tristate

and

obj-$(CONFIG_RTC_LIB) += rtc-lib.o

?

Is there anything besides adding a MODULE_LICENSE("GPL"); required for
allowing an rtc-lib module?

obj-$(CONFIG_RTC_LIB)	+= rtc/
