relayfs is a kernel component.  to create any user-visible thing in relayfs
some kernel components needs to use it.  no single kernel component does currently, and the we've only put it in after Andrew agreed that this won't stop
us fixing things in just because it's in yet in the long discussion we had
before merging it.
