[PATCH 007 of 7] md: Only checkpoint expansion progress occasionally.

Instead of checkpointing at each stripe, only checkpoint
when a new write would overwrite uncheckpointed data.
Block any write to the uncheckpointed area.
Arbitrarily checkpoint every 3Meg.
