I'm not sure if it was a planned change, but the default behavior for
my touchpad has changed --- I can no longer tap-drag.

It works fine in 2.6.10 and no longer works on 2.6.13 or 2.6.15 on my
Dell Inspiron 8200.

The device is recognized (by 2.6.15) as:
