[patch 4/17] s390: BIODASDPRRD ioctl return code.

The IOCTL BIODASDPRRD had no return code for 'profiling is
inactive' and therefore tunedasd wrote misleading message for
request-counter = 0.
Introduce return-code EIO for inactive profiling.
