[PATCH] EDAC: make default 'Y' to match Kconfig recommendation

The help text for EDAC has a clear "If unsure, select 'Y'" note, yet the
default is 'N' - that doesn't add up.
This patch makes DEAC default to 'Y' to match the recommendation.
