[PATCH 1/3] lib/string.c cleanup : whitespace and CodingStyle cleanups

Whitespace and CodingStyle cleanups for lib/string.c

Removes some blank lines, removes some trailing whitespace, adds spaces 
after commas and a few similar changes.
