[PATCH 10/12] UML - Allow host capability usage to be disabled

Add new cmdline setups:
  - noprocmm
  - noptracefaultinfo
In case of testing, they can be used to switch off usage of
/proc/mm and PTRACE_FAULTINFO independently.
