[PATCH] IDE: move CONFIG_IDE_MAX_HWIFS into linux/ide.h (resend)

Ping...  any objection to this?


CONFIG_IDE_MAX_HWIFS is a generic thing, no need to have it duplicated
by every arch that uses it.
