[RFC][PATCH - 3/13] NTP cleanup: Remove unused NTP PPS code

All,
	Since the NTP PPS code required an out of tree patch which I don't
believe there is a 2.6 version of, this patch removes the unused PPS
logic in the kernel.

Any comments or feedback would be greatly appreciated.
