What we really want is:
prio: 0 .. [MAX_RT_PRIO - MAX_USER_RT_PRIO] .. MAX_RT_PRIO .. MAX_PRIO
|---- nice -------|
|------ user RT prio ------|
|------------ kernel RT prio -----------------|
Remember, 0 is of highest priority.
