kernel 2.6.11.10, smp nice patch results ??

I tried using 2.6.11.10 with patch-2.6.11-smpnice-1.diff.

So this is the output of top:

The nice application si still monopolizing CPU.

Again the nice is getting more CPU than others.

Can anyone suggest how to rectify this.
