I've seen this error too after 'make menuconfig ARCH=um' on a clean
tree.

The following fixes it:

  cp .config /tmp
  make mrproper ARCH=um
  cp /tmp/.config .
  make ARCH=um

So there's definitely something wrong with the build on UML.
