kernel cache and NFS

I can't seem to find an answer to this issue anywhere.

A box running a 2.4.21 smp kernel is holding 2G of ram in the system
cache, despite being heavily into swap:

Why is this memoy being held in the disk cache? Is this perhaps an NFS
issue?
