[ANNOUNCE][RFC] PlugSched-4.0 for 2.6.11 and 2.6.12-rc2

A patch of PlugSched-4.0 (containing ingosched, nicksched, staircase,
spa_no_frills and zaphod CPU schedulers) against a 2.6.11 kernel is
available for download from:

<http://prdownloads.sourceforge.net/cpuse/plugsched-4.0-for-2.6.11.patch?download>

and for 2.6.12-rc2 at:

<http://prdownloads.sourceforge.net/cpuse/plugsched-4.0-for-2.6.12-rc2.patch?download>

PlugSched's version number has been bumped to 4.0 as further reductions in the scheduler drive interface have been introduced.
