Evolution does do PGP mime (message and signature are different MIME
parts of the message), you just don't get options about *how* it's done.

Non-mime PGP is a message and signature just concatenated together in
one lump, rather like UUencoding messages and attachments.  That's the
old way of doing PGP, and makes for more difficult parsing of messages
(there's no headers between sections).
