MP3 is patent encumbered, and cannot be legally supported by those who
haven't paid for the privilege, and won't be supported by Fedora because
it's against the project's principles.  That's why it won't work out of
the box.

Others, who don't care about that, have developed a way to get playback
of such formats on Fedora.  The RPM Fusion repo has software that can,
and gstreamer plugins that add the functionality to software that you
already have installed.
