What's the physical setup you have - are the machines in the same
room? (even the same building?)

Pinging localhost is one thing, pinging other machines is much more
useful though. For both the PC and the notebook check that you can
ping other machines, starting with one that's physically close to the
computer. Then ping a computer that's close to the other machine
(unless they're already next to each other...).

Have a look at the lights on your Ethernet port - are they flashing?
