It's the epoch number, and it's the most significant part of the 
package version number. I.e. a package with 
epoch:version-release of 2:0.0.0-1 is considered newer than 
1:999.999.999-9. Epoch 0 isn't displayed, that's why only some 
packages (with epoch >=1) show those numbers.
