This worked for me:

mplayer rtsp://media.cbc.ca/cbc.ca/calgary/media/audio/wildrose/20090220electric_car_96661_CGY.rm

It took a little while to cache enough of it to start playing, then all
was well.  I have the additional codecs installed on my laptop, but I'm
not sure if it used one of them.
