The refresh rate can also depend on the modeline. This is deep magic.
Just copying stuff from the Windows setup is not guaranteed to work.

system-config-display works fine from graphical mode, though in this
particular case it's probably advisable to do it from text mode since
he's not getting anything usable in graphical mode.
