Graphical windows auto-maximizing - annoying

Hello,
 
In F9, graphical windows in GNOME are exhibiting some bizarre, or at least unexpected, behavior.  When a window is dragged across the screen, it automatically maximizes itself when its title bar nears the top of the display.  Is this an intentional "enhancement" to window behavior, or is it some sort of bug?  If not a bug, then is there a way to disable this feature?  We did notice that if you hold down the mouse button for a few seconds before beginning to drag the window, the auto-maximize does not happen.  However, this is an extra thing to have to remember.
 
Any thoughts/solutions?
