I see the same thing too, most of the time, but not always.  Like you,
I've got JavaScript and cookies enabled (though I treat all cookies as
session cookies - ones hoping to be permanent get wiped on exit).  It
just seems like bad coding on the website, and I can't imagine how
JavaScript could possibly speed up page loading.
