When I've had this problem it is usually because of an error in grub.conf .
I'd try running grub interactively, by typing the character specified
("c", IIRC) when the grub menu appears.
Then enter something like what appears in grub.conf, say

grub> root (hd0,1)
grub> kernel /vmlinuz-... ro root=LABEL=slash
grub> initrd /initrd-...
grub> boot

grub will help you with available kernels and initrd's if you type TAB.

But maybe this is not the problem ...
