That's oversimplifying.  It'll try to bring eth0 up, but fail if the
cable's not actually connected, and spend quite some time holding up the
boot process waiting for a result.  If you later, post boot, connect the
cable, nothing happens unless you've got statically configured
networking details.

Using FC 4, 5, 6 & 7, plus CentOS 5.  Today, it's FC7.
