Yes, it can be done within gconf (Gnome configuration editor).
Tickboxes for the icons can be found in its /apps/nautilus/desktop
branch of the tree.

There's also a gTweakUI which'll put a Nautilus preference into your
(Gnome) preferences menu, with a few tickboxes for that.

I seem to recall finding something for whether desktop icons were drawn
for this, than, and the other, within KDE, but I don't recall the
location for it in their control GUI.

Using FC 4, 5, 6 & 7, plus CentOS 5.  Today, it's FC7.
