calm down. Someone did respond about InCD, with the thought that it's going to write to the whole disc, then wipe it, then rewrite to mimic the functionality you're after.

Packet writing can even be used to treat a CDR as a
rewritable filesystem, until you run out of space for
the revisions.

Apparently people would rather speculate than take five
minutes to check the facts.
