What you need ist rpmbuild which is part of the rpm-build package.

# rpm -tb xawtv-4.tar.gz

You may success with this, but it may also fail.

*.spec.in is not enough. It's only a "blueprint" for the real specfile. It 
needs interpretation by autoconf (?) to become a specfile.

If the specfile from the tarball does not work, you will have to rewrite 
it. Have a look at http://www.rpm.org/max-rpm/
