As it's a database, I think not.  What would matter is the order in which
lookups are attempted, but I don't know what that is.

AIUI, yes.  See /usr/share/sendmail-cf/README, and
<http://www.sendmail.org/tips/virtual-hosting.php>, Sendmail Configuration,
step 4.
