That's a loaded question.  The most generic answer can be found in your
first sentence: "I installed ATI's proprietary drivers".

Taking the hardware I have, is there a 'prefered' way to enable 3D so
that I can use Google Earth? (Radeon X1400) I'll gladly do as
recommended. Of course, I'd prefer to purchase hardware that supports
open source, but that will be then next time I buy hardware. Learn and
live, no? In the meantime, what can I do? If there is an open source
alternative, then I'll happily use it.

People "in the know" are unlikely help ATI to promote their non-free binary
blobs.  I don't use them, speaking personally.

How ironic that twelve hours after your message, Intel announced here a new
release of their free drivers, which will be merged into Mesa and Xorg, that
support their brand new video chipset.

That's not ironic. That's the reason my next video card will be Intel.
Unless ATI starts providing hardware specs for FOSS drivers.
