It is not installed, as far as I can tell. Can I install
it in FC4? Is there another option? BTW, I forgot to
mention that I my present requirement is only for iso9660.

You should be able to install it. Try "yum install k3b"
I use FC4 until FC7 comes out and I used k3b yesterday.
