I don't know what Tim Waugh would have mentioned but below he suggests
using lpadmin which I don't disagree with if you understand how to use
it. But the OP was using system-config-printer which is  is a completely
different matter. I want to believe that after trying for three versions
of Fedora to get that latter program to work the developers of Fedora
succeeded. But I still feel strongly that localhost:631 is the way to
go. It really is the cups configuration tool.
