I put my machine into console (aka VT) mode (ctrl-alt-Fx) when not in

But, this doesn't survive a reboot. Now, granted, I reboot rarely - but
it's still a hassle.

Is there a way to set up defaults, or issue those commands to the VT in
the boot process?

You don't need to switch to a VT. You can configure dpms in xorg.conf
(see man xorg.conf). That way, you needn't worry about your settings
surviving a reboot.
