If I do and ifconfig, I still see an inet6 address. Is this normal even though ipv6 is disabled?

The core guts of ipv6 is the kernel module "ipv6". You can nuke this at a low level by adding

install ipv6 /bin/true

in

/etc/modprobe.conf

and rebooting.
