Good grief, what a load of crap!

Yes, there *are* benign uses for them, even if they are often abusive.
Storing a few kilobytes, at most, of temporary files (cookies) while
doing some test is next to nothing compared to the file space used while
making a test post.  And you're hoping to use someone else's services to
test your machine, as well.

Hold your breath for a bit, you're using up other people's oxygen.
