normally no, you'd have to download the older version and use rpm -ivh
- --replacepkgs --replacefiles gcc
But now there is a yum plugin (yum-allowdowngrade) that should do what
you want yum install that plug in and read the docs

Try using smart (Smart Package Manager). It's very simple to use. If
the package and its dependencies are met then smart will perform the
downgrade for you removing and installing old/new packages as
required.
