Why?  As long as you don't have a prehistoric glibc-common,
tzdata package is noarch with no dependencies except of conflicting
with those very old glibc-common packages that contained /usr/share/zoneinfo
files.  So if your release no longer has a specific tzdata update,
just grab the one from rawhide.  tzdata was used in FC1..FC6,
RHEL2.1 updates, RHEL3..RHEL4 and will be of course used in RHEL5/F7
and onwards.
