None that I'm aware of.  You might be able to do something like:

1) Create a print style sheet that gives you the formatting you want.
2) Print to file (postscript or TIFF).
3) Convert the file to PDF.

The whole idea behind SGML was to separate presentation from structure and content. If the SGML corresponds to a known DTD (e.g., docbook) you may be able to find acceptable style sheets for page oriented output.
