Have you played with the custom panel size settings? Right-click on the panel, 
click 'Configure Panel", and it's on the first page - you can set the panel 
size one pixel at a time - each time you change it, click "Apply", and see if 
you can get what you want. This does allow slight changes in the gray-space 
to icon-size ratios...
