So you define illiterate as whether someone can sign their name or not.
Some define it as not able to read a help-wanted ad in a newspaper or
a news article and tell you what it said.  Some would say it is a working
vocabulary of less than 3 or 4 thousand words.  Others would say it means
that one can't spell 'emigrant' or can't figure out how to use a spell
checker ;-)
