I don't really have any idea, but I know that sendmail hangs for me all the time even without nameserver running. The first thing I always do is disable sendmail (or at least the first thing I do after the 1st 5 minute reboot :-). I seem to recall someone describing how to fix the sendmail.conf file a few weeks ago - you may be able to find it in the list archives.
