Depends if you are using Gnome, KDE, Xscreensaver or gnome-screensaver

Xscreensaver has options for power in a tab ("Advanced") in the
preferences System-->preferences-->screensaver

if you are using gnome-screensaver, there is a package
gnome-power-manager, which iirc has a preferences area to set monitor power.

For KDE you'll just have to look through the control center. I think I
recall seeing it in there, though it's been a while since I've looked
(probably RH 7.x?)
